test driven monitoring

the slides from my talk at perlmongers Wellington are up on slideshare. the talk was about how much monitoring systems suck and how to make it better. test driven monitoring is just around the corner, i only have to bump out some more base libraries but basic monitoring and notification works already. the code for the project is on github - check it out and contribute.
